The Norwegian Tax Administration

The Norwegian Tax Administration is a subordinate agency of the Ministry of Finance. The Tax Administration includes IT and servicepartner, five tax regions and three central tax offices, employing approximately 6,000 people all over Norway.

The Norwegian Tax Administration objectives

  • Taxes should be correctly estimated at the right time and the main task of the Tax Administration is to estimate and collect taxes and secure funding of public services and benefits.
  • Taxes need to be paid at the right time. Tax income is used to fund important social services such as health and care services, pensions and education.
  • The National Registry must be of high quality – it is Norway’s most important national registry. The objective is to ensure that public services and the private sector have access to an updated national registry.
  • Users demand good service. The aim is to carry out our responsibilities effectively, provide good service and use our authority to strengthen the legitimacy and confidence in the tax system and the Tax Administration. This means that the Tax Administration must evolve and adapt to the changes in society and new demands.

The Norwegian Tax Administration IT and Service Partner

The Norwegian Tax Administration IT and Service Partner (SITS) is one of Norway’s most exciting and state-of-the-art IT communities. The Tax Administration’s systems are among Norway’s most extensive in terms of data quantity and number of users. SITS develops, manages and operates these systems, including systems development, project management, infrastructure and security. SITS develops innovative solutions for estimating and collecting taxes, rates and dues. NSA signed a framework agreement  with the Norwegian Tax Administration in 2001 and has since then been involved in the projects below.

SKARP

The IT solution developed in the SKARP project has been named SOFIE (taxes, follow-up, management, recovery and inspection). The solution is developed step by step, using Oracle technology and other standard systems.

SOFIE includes functionality to:

  • Keep accounts for tax revenues in all Norwegian municipalities
  • Distribute funds to tax creditors (municipalities, counties, government and national insurance).
  • Support case management, including functionality supporting and verifying certain tax collection measures.
  • Functionality for exchange of information between tax collectors and between tax collectors and superior tax authorities
  • Functionality allowing exchange of information between external parties.

SL

The SL project will develop a joint solution for tax assessment of all Norwegian tax payers in one IT system. The new system will replace the existing system for tax assessment of employees and pensioners (SLN and DSB). The system will mainly be developed as an addition to the SLN system and SL will be recycling SLN functionality where appropriate.

The Data Warehouse Project

The Norwegian Tax Administration is currently developing a data warehouse for tax assessment and collection. NSA’s role:

  • Providing implementation and quality assurance of a data warehouse and data mart in collaboration with Tax Administration resources in the data warehouse project.
  • Providing knowledge and experience to ensure that the Tax Administration optimises utilisation of the Oracle database and tools.
  • Solution design and development

The ARV project

The solution includes development of the following modules:

  • Case management solution for estimation of inheritance tax
  • Various screen images for registering tax estimation information
  • Letter solution
  • Inheritance tax estimation module
  • Interest rate calculation
  • Reports
  • Integration with adjacent systems

The AR project

All Norwegian public limited companies and limited companies must give information to the Shareholder Registry. Shareholders receive statements from the registry based on their information. The statements help shareholders complete their tax forms in with regard to stock assets and possible profit or loss from selling shares or other share realisation.

NSA role and contribution

NSA has had a framework agreement with the Norwegian Tax Administration for more than six years and has provided:

  • Database operations and management
  • Data modeling
  • Tuning and optimisation
  • Data warehouse development
  • Consulting services

At all times, NSA has 10-15 consultants working at the Norwegian Tax Administration.
